School closures are among the most difficult decisions a school district can make, as their impact extends beyond school buildings to students, families, and entire communities. Changes to school locations can disrupt established routines, reshape neighborhoods, and influence where students continue their education.

In Tucson, declining student enrollment and changing financial needs have prompted Tucson Unified School District (TUSD) to consider reorganizing its school network. As part of this effort, the district has proposed consolidating eight schools with eight other campuses, affecting 16 campuses across the district.

The proposed TUSD school closures are carried out in two phases, beginning in the 2027-28 school year and continuing into 2028-29. The recommendations involve elementary, middle, and K-8 schools, with the latest proposal focusing on Steele Elementary School and Booth-Fickett K-8. While the plan outlines significant changes to the district’s school network, no final decisions have been made, as the proposals still require review and approval by the TUSD Governing Board.

Which 16 Schools Are Affected by the TUSD School Closures?

The proposed TUSD school closures and consolidations involve eight campuses that would merge into eight receiving schools. The district has recommended five pairings for 2027-28 and three for 2028-29.

The following table shows the eight schools proposed for closure or consolidation and the eight campuses where their students would move under TUSD’s proposed plan.

The first phase would affect 10 campuses across five proposed consolidations. The second phase would involve 6 campuses across 3 additional pairings. This means 8 schools are proposed to close or consolidate, while the other eight would receive their students. The district’s school directory provides information about the campuses included in the proposed consolidation plan.

Why Is Tucson Unified School District Proposing School Consolidations?

Declining enrollment is a major reason behind the TUSD school closure proposal. District officials have pointed to lower birth rates in Pima County and families choosing homeschooling or private schools through Arizona’s Empowerment Scholarship Account (ESA) program.

Fewer students can also mean less state funding for public school districts. TUSD reportedly lost nearly $8 million in state funding last year as enrollment declined.

Tucson Unified School District is also examining how effectively it uses its existing school buildings. As student enrollment declines, some campuses may operate below capacity, while the district must continue covering their maintenance and operating costs.

Through the proposed consolidations, TUSD aims to bring students and staff together at fewer campuses and better align its facilities with enrollment. The recommendations include elementary school mergers as well as arrangements that would bring middle school students into existing high school campuses.

How Could the Proposed TUSD School Closures Affect Students?

The proposed TUSD school closures could change where students attend school, how they travel to campus, and the learning environments they experience. Students from the 8 campuses proposed for consolidation would move to designated schools if the TUSD Governing Board approves the plan.

For middle school students moving to high school campuses, TUSD has proposed a separate middle school secondary academy. This arrangement would provide dedicated buildings, classes, lunch periods, and daily schedules to maintain a distinct learning environment for younger students.

The proposed school consolidations of TUSD could also affect students’ connections with their teachers, classmates, and existing school communities. Families may need to adjust to new school locations, transportation arrangements, and daily routines if TUSD moves forward with the plan.

What Is the Timeline for TUSD’s Proposed School Closures?

The TUSD school closures proposal remains under review. The TUSD Governing Board is scheduled to discuss the recommendations at its November 10 meeting, followed by a public hearing on November 17. Further decisions on the proposed consolidations will follow the Board’s review.

The TUSD Governing Board is scheduled to vote on the recommendations on December 8, 2026. Its decision will determine whether the proposed TUSD school consolidations move forward under the two-phase implementation schedule.

TUSD’s Governing Board Policy FCB also provides for community participation in closure decisions. The policy states,

“Students, parents, community members and staff shall have an opportunity to comment on any proposed school closure.”

Until the TUSD Governing Board makes its decision, the eight proposed closures and their receiving-school arrangements remain recommendations rather than approved changes. Families, students, and staff at the affected campuses will be watching the upcoming discussions for further details about the district’s plans.
